Mort v Goliath

Article Abstract:

International Crisis Group (ICG) is a non-governmental organization (NGO) geared to preventing crises that result in refugee camps. NGO was set up by Mort Abramowitz, formerly a US ambassador, and it collects data and provides recommendations on how to prevent crises. NGOs are becoming more important and governments are ceding power to them. The problem has been that government intervention tends not to win votes if it is successful, and can lose votes if it is a failure. Foreign policy has to be bolder so that recommendations are acted on.
