Neither the pro-democracy forces in Hong Kong nor the Chinese government approves of Patten's post reunification plan which indicates his plan favors neither side. His goal is to find an amicable political plan to satisfy both sides after reunification.

China believes that the conditions of its 1997 takeover of Hong Kong have been violated by governor Chris Patten's efforts to strengthen democracy. Patten has asserted that Hong Kong's legislative council has the final decision on his reform proposals.
