Brown pledged to make fiscal restraint his top priority, but his new budget gets mixed reviews on meeting his agenda. The timetable to be a net repayer by 2000 is one year ahead of Kenneth Clarke's, but it is largely due to improved corporate revenues. Interest rates hikes may be likely.

Clarke's budget is a work of political expediency meant to benefit him and his fellow conservatives in the next elections. The budget does not offer the tightened policy needed to control an overheating economy, and Clarke may be forced to raise interest rates to control inflation.

The borrowing requirement of the British government should drop from 26.5 billion pounds sterling in FY 96 to 19 billion pounds in 1997-98. The budget's effect on government spending, health care spending, income taxes, and other areas of the British economy are discussed.
