On the edge; speaker's election shows KMY's grip is slipping

Article Abstract:

Taiwan's newly elected legislature set the tone for the next three years in its first session, with a tied vote for the post of parliamentary speaker. Pro-independence leader Shih Ming-teh, who spent 25 years in jail for sedition, and incumbent Liu Sung-pan of the ruling Kuomintang (KMT) party, each got 80 votes, with 4 spoiled. Liu eventually won, 82-81, but the tie showed how narrow is the KMT's control of the 164-seat body. Party discipline will be difficult to enforce, and confirmation of the premier is approaching.

Article Abstract:

Taiwan's ruling Kuomintang (KMT) party is likely to split before the 14th Party Congress on Aug 16, 1993. Second-generation Chinese lawmakers seek to form a more pro-mainland party, after failing to reform the KMT from within. Some of Pres Lee Teng-hui's supporters say the departure could strengthen his government; outsiders suggest that it could hurt the electoral fortunes of the party, which Lee also heads. The new group wants to destroy and rebuild the KMT.

Article Abstract:

Political campaign costs are rising rapidly in Taiwan and most candidates are exceeding the official campaign budget limits imposed by the Central Election Commission. Candidates are spending as much as US$8 million, either to buy votes or to engage the services of a campaign consultant. Campaign consultants are becoming popular and they do manage to keep down costs.
