Philippines agrees to allow U.S. military exercises; church leaders and leftists protest pact, which comes amid rising tension over Spratly Islands

Article Abstract:

The Philippine Senate has approved the Visiting Forces Agreement (VFA) by a two-thirds majority, amid protests by many church leaders and leftists who fear that the defense accord will undermine the country's sovereignty. Under the pact, the Philippines agrees to allow large-scale US military exercises. It also grants jurisdiction to the US over its troops who commit crimes while on duty while reserving the country's right to prosecute US soldiers who violate the law off duty. The Senate approval of the VFA comes as tension between China and the Philippines over the Spratly Islands heightens.
