The UK's economy has taken a turn for the better, causing the rest of Europe to to look more closely at the UK's American-style labor policy. The UK's exceptions to the Maastricht treaty's social chapter pertain to labor costs, work hours, and termination of employment rules.

Virginia Bottomley, British health secretary has been urged to reorganize the cumbersome structure of the one million-employee National Health Service. Another pressing problem however is funding for the service. Higher patient charges may help.
