Reform, one day: Ecuador

Article Abstract:

Political reform is one of the major issues of the upcoming May 1998 presidential and congressional elections in Ecuador. Pres Fabian Alarcon promised when he took office to install a reform commission by Aug 1998, but that is no longer certain. Social Christian Party leader Jaime Nebot may oppose Alarcon.

Article Abstract:

The border war in 1981 between Peru and Ecuador has not been resolved although a small international observer group keeps the two apart. Meetings scheduled for Feb 1997 in Brazil will be difficult. Peru's chief negotiator is a hostage in Lima, and Ecuador is making demands for more concessions.
