Rocks and roles

Article Abstract:

Russian Pres Boris Yeltsin's projected visit to Japan has become controversial as the Northern Territories dispute is expected to figure prominently during the visit. The rapprochment process would be initiated if Yeltsin were to reaffirm the validity of the 1956 Joint Declaration, promise to return Shikotan and Habomai to Japan after signing a peace treaty and agree to negotiate on the sovereignty of the two other islands. Domestic compulsions in Russia and Japan will make it difficult for the above to work even though the international situation is very conducive to the solution of this dispute.

Stuck on the rocks: Japan miffed as Yeltsin cancels visit

Article Abstract:

The cancellation of the visitto Japan by Russian Pres Boris Yeltsin created a wider gulf in the relations between the two countries. Yeltsin's evident efforts to rile Japanese sensibilities may have been caused by the Russian leader's resentment over Japan's incessant demand from Russia to return four small islands which it claims to be part of its territory. Japan has remained firm in its decision notto extend any direct aid to Russia unless the former communist country hands back to it its territorial right over the disputed islands.
