Self-defeating rules

Article Abstract:

US investment in Taiwan increased by 300% from 1994 to $1.3 billion in 1995 yet US companies report that poor government planning and other problems limit opportunities. Inside connections are often favored over financial and technical expertise in large projects funded by the government. One US source noted that the regulatory environment in Taiwan is so unfavorable for many projects that China offers a better alternative investment choice.

Sin city: country's corrupt ways come to fore in Taichung

Article Abstract:

Taichung's economic boom has generated an increase in bribery between businessmen and public officials. Government spending on public-works projects has quadrupled, and President Lee Teng-hui estimates that 85% of the money spent on these projects is linked to fraud. A total of 1,179 officials in Taiwan have been indicted from Jan to Nov 1995, and 13.5% were from Taichung.

Fear and loathing

Article Abstract:

The kidnapping and murder of a local celebrity's daughter raised civic concerns about Taiwan's law and order. Citizens took to the streets to demand the resignation of several high-ranking officials that they deem are accountable for the breakdown of law and order in the country.
