Shaky ground

Article Abstract:

The Philippines property development sector could be heading for a legal battle which would jeopardize real-estate projects. A Sep 1997 report from two Senate committees concludes that reclaimed land is public land, and that private ownership claims on reclaimed land represent a constitutional violation. Property developers have invested billions of dollars purchasing reclaimed land around Manila Bay from the government. Some government officials say the property companies also have a strong legal case, but some developers are postponing projects fearing a long, expensive legal battle.
