Shedding its skin: Communist Party seeks to define a new role

Article Abstract:

The nature and ideology of the Lao People's Revolutionary Party are changing to favor authoritarian nationalism and economic growth, though reactionary forces believe reforms are coming too fast. President Nouhak Phoumsavanh may step down in favor of Prime Minister Khamtay Siphandone, who would be replaced by Lt-Gen Choummaly Sayasone, the conservative defense minister, or possibly economic tsar Khampoui Keoboualapha. The govt seems headed toward becoming similar to that of Burma or Indonesia, with a strong military voice.

Electric dream flickers

Article Abstract:

Laos aims to export electricity from hydro-electric projects but has been affected by obstacles such as a possible withdrawal of funding from the Asian Development Bank (ADB). ADB aid for the Nam Leuk power project could be delayed due to environmental opposition. Meanwhile, the Borealis Energy Research Association argues that the Nam Theun-Hinboun dam may not achieve estimated power levels. The Laos economy has also been hit by inflation, smuggling and a drop in the value of the Laotian kip in relation to the Thai baht.
