Straddling the great divide

Article Abstract:

The decline of manufacturing industry has hit many cities in northern Britain, and this means that the north has a lower percentage of its population in work, and a lower per capita income. The government argues that the key issue is poverty, which can also occur in the south, but there are problems related to regional imbalances, such as strong demand for housing in overcrowded parts of southern England. There is a need to assess the funding requirements of the regions, and to allow greater freedom for Regional Development Agencies.
