Article Abstract:

Finland's Government has finalized their first so called stabilizing programme to secure the budget discipline of an EMU area country. The programme was accepted in connection with preparation of Finland's budget for 1999. According to the stabilizing programme, Finland's state economy shows a deficit still for 1999-2002, excluding the temporary and separate arrangements. However, the Finnish Government states that the total public economy will begin showing a surplus already in 1998. The public debt is estimated to decrease from 55% of the GDP to 45% by 2002. The entire programme will become public when the Government presents it to the Parliament at the beginning of September 1998. Finland was the first country in the euro currency area to accept their stabilizing programme.

Finns will drink more wine in 1998 than for years, especially growing consumption of red wine has surprised Alko . Total wine sales are expected to reach at least the record sales of 1990. Especially foreign quality wines have become more popular in Jan-Apr 1998. The decrease in prices has increased the sales but also rise in general prosperity and new eating habits have had an effect. Alko sells approx. 35mn liters of wines/yr in Finland. Also the sales of white wine has increased. Alko will prepare for the end of tax-free trade within the EU by opening a shop at the Helsinki airport in the domestic terminal in autumn 1998.
