The great escape

Article Abstract:

Zairean rebels in eastern Zaire seem to have been responsible for sending more than 500,000 Rwandan refugees home. The Rwandan government has been accused since 1994 of not really wanting the refugees to return, but it is now trying to disprove this view. The government disapproves of refugees, but would rather have them under its control within Rwanda than out of its control in Zaire. The latest development has been welcomed by the US, which wished to avoid international intervention but did not wish to be seen to be hesitating to help the starving Rwandan refugees.

Changing the script in the Philippines

Article Abstract:

Philippine president, Joseph Estrada, has criticized Mahathir Mohamad, the Malaysian prime minister, and expressed a hope that his friend, Anwar Ibrahim, be treated well. Anwar has been arrested and will be tried on corruption and sodomy charges. The case has aroused concern in much of Malaysia and elsewhere, but the Association of South-East Asian Nations has tended not to become involved in national issues. The Philippines has strong courts with relative independence from government, and Estrada was elected through a relatively open system.

Article Abstract:

China has stolen missile technology information from the US, according to an investigating committee with Christopher Cox, congressman, as its chairman. These spying activities should not be a surprise. There are still good reasons for engaging with China, though the approach of the Clinton administration has tended to be erratic, veering between soft and tough. There is a need for greater consistency and for recognition that China is a rival. so exchanges should be guarded.
