Towards a federal Britain: an England of regions

Article Abstract:

Eight Regional Development Agencies (RDAs) are to be launched in England, and the government sees the RDAs as precursors for regional government. There is a case for arguing that international economic events have affected regional fortunes, rather than the policies of national government, so RDAs may be able to do little to improve regional fortunes. There will be a test for the UK's commitment to democracy if RDAs seek to implement policies that run counter to those of national government.

Politics in Britain can easily be divided into geographical zones, with the Labour party appealing to northern England, Scotland, and Wales, and the Tories dominant in London and south England. Each party panders to the views of their constituencies, regardless of the overall effect of their policies.

Article Abstract:

There are trends toward devolution in Britain, such as the creation of an assembly in London, and the devolution of power to Wales and Scotland. There is also a trend toward centralization affecting local government and regional development agencies in England.
