Article Abstract:

Finland's Cabinet Economic Policy Committee has decided that the privatization of Finnish Sonera will begin in accordance with the original plan, in October 1998. The conditions of the issue will be published in week 42 of 1998. According to the Minister of Communications, Matti Aura, the project will be implemented since feedback from large investors was positive. The Finnish state hopes that a considerable number of Finnish private investors were to become shareholders of Sonera. Investment banks estimate Sonera to value between FIM 26-36bn (USD 5-7bn). The percentage of privatization has not yet been published but estimates vary between 15 and 25%. The Finnish state will gain between FIM 3.9bn and 9bn for the issue.

Article Abstract:

Finland's national debt has diminished during 1998 by over Fmk 10bn (US$ 1.8bn). At the end of April the debt amounted to Fmk 407bn. The debt has diminished especially by paying off of national foreign debt by Fmk 7.3bn in March. According to the State Treasury Office, it is too early to say whether the decrease is seasonal or if the amount of national debt will continue to decline. The Ministry of Finance estimates Finland's need for additional national debt to remain extremely minor in 1998. The need for additional debt will be reduced especially by the sale of shares of Neste-IVO and Sonera which are expected to take place during 1998.

Article Abstract:

In November 1998, Finland will begin charging overweight and oversize payments for Russian trucks entering Finland. The overweight restrictions apply to vehicles weighing over 36 tons. The Finnish Ministry of Transport has decided to give up the long-term licenses and change to single fare licenses which have to be separately applied for for each trip. Finns have not managed to reach unanimity with Russians on overweight charges. Russian transportation companies are now put on the same line with Finnish companies.
