This article contains excerpts from a speech presented by Ralph L. Boyce, the United States ambassador to Indonesia. Mr. Boyce remarks before the 2003 Williamsburg Conference in Bangkok, Thailand dealt with the United States' foreign policy interests in Asia, its commitment to international democracy, and the prevention of terrorism.

Why interdiction could fail

The Bush administration's Proliferation Security Initiative designed to block the shipment of missiles to or from rough nations by boarding ships looking for missiles ignores international laws. This article points out some fundamental flaws in the initiative.
