Article Abstract:

Robin Cook, leader of the House of Commons, has proposed reforms aimed at making the Commons look more modern and changing its culture away from its current confusing, ritualised behaviour. However, the reforms are unlikely to reduce the executive's current domination of the legislature.

Question time, which settled into its present form in 1961, consists of a 15-minute segment of questions twice a week. Prime Minister John Major has given the event a new twist in that when asked a question by Tony Blair of the Labor party, he often counters with a question of his own.
