Birmingham starts to build its council tax system

Birmingham County in the UK is planning to implement a new council tax system, which it patterned after its poll tax system. The initial stage in implementing the new system involves contracting a software and computer systems supplier, which has been accomplished through the purchase of a Bull DPS 7000/740 mainframe to process the data involved through Bull HN Ltd's LoGoS Corporate Revenues System and Integrated Revenue System software packages. Although the system is expected to improve tax management, it will also force the reassignment of poll tax employees.

Local authorities play safe in council tax software choices

Article Abstract:

A survey of 185 local authorities in England and Wales shows that just over 79% have decided to maintain their existing approach to software development when implementing software for the new council tax system. Of the 38 authorities that have decided to adopt a different approach, just three are moving from in-house development to a package. The remainder hope to increase flexibility by changing from consortia or a package to a DIY approach. While 64 local authorities are buying ICL's council tax system, 46 are developing a system in-house.

All of the problems but none of the cash: Radnorshire sets off on the council tax path

Article Abstract:

The United Kingdom's new council tax scheme leaves small local authorities such as Radnorshire with implementation problems considering that these places have limited automation facilities. Radnorshire uses computer software designed by West Wiltshire Software and runs those on a mainframe that processes transactions such as poll taxes, housing benefits and rents. With the new tax system, more sophisticated software would have to be written for Radnorshire and more computer facilities would have to be bought. All of these cost money.
