Defense CBRN Program would aid coast guard, officer says

Article Abstract:

Joint Operational Effects Federation (JOEF), a Pentagon chemical, biological, radiological, or nuclear weapons (CBRN) program for protecting warfighters against non-conventional threats, is a consortium of two information products the Joint Warning and Reporting Network (JWARN) and Joint Exercise Model (JEM). The combination of JWARN and JEM could give Coast Guard decision-makers the ability to make automatic identifications of weapons of mass destruction (WMD).

QDR stresses 'capabilities' over platforms, Pentagon expert says

The upcoming 2005 Quadrennial Defense Review (QDR) is described as a process focusing more on capabilities rather than on specific platforms and systems for delivering them. The QDR will be unfolding in parallel with the development of the Department of Defense (DoD) budget, working in complementary fashion, concentrating on capabilities and guidance while the budget will be addressing particular programs.
