Effect of air pollution abatement on financial performance of Texas cotton gins

Article Abstract:

The CLean Air Act of 1990 has set emission levels for cotton gins due to the dust and fiber particulates that are released into the atmosphere during production. The regulations, while improving air quality and lessening pollution, are viewed to have a detrimental effect on Texas gin plants due to the large expenditures required on air pollution control equipment. Results show that small and medium-sized firms which produce low levels of emissions are not likely to become successful over a period of 10 years. In contrast, larger firms with increased volumes are shown to be less affected by pollution controls.
