United Utilities is affected by British regulatory pressures on electric and water utilities' prices. The company estimates that water costs canbe reduced by 300 million pounds sterling, and electricity costs by 100 million pounds. Synergies can be taken advantage of, such as using single call centers for both activities. The company's stocks have attracted interest because of the telecom activities of United Utilities. Sutherland rates the stocks a buy, Credit Lyonnais rates the stocks an add, and Williams de Broe rates them a hold.

United Utilities was set up from the merger of North West Water and Norweb. The company's share price is under the level seen at the merger in 1995. Four brokers from a sample of six rate the company's shares a buy, one rates them a hold and the sixth rates them a sell. Buyers include Salomon Brothers which emphasizes merger benefits. Yamaichi, Which rates the shares a hold, is concerned about borrowings, while Societe Generale Strauss Turnbull is concerned about the possible impact of changes in regulations under a Labor government.
