Article Abstract:

East Midlands Electricity is a UK electric utility which is likely to be affected by price cuts imposed by the industry regulator. The company has sold peripheral activities so relies on electricity sales, and profits are likely to drop. East Midlands could borrow in order to fund payments to shareholders but the company already has a high level of debt to equity. The company aims to buy back shares, but this is not likely to increase earnings.

The privatised utilities mayin the future be governed by a panel-based method of regulation, instead of one individual beingresponsible for each industry. This would be particularly relevant in the electricity sector whoseregulatory system has been undermined by the U-turn on electricity prices by Professor StephenLittlechild. Institutional investors are calling on the government to create more stability andconsistency in regulatory decisions.

Northern Ireland Electricity has yetto realise the full cost savings in its core operations and the potential of new business. Howeverit has reduced its workforce by 25% since March 1992, and cut its wage bill by 13%. A furtherdrop in staff costs is forecast, and further cost savings will be achieved by organising its businessalong functional lines, rather than its existing regional structure.
