The demise of Republican Turkey's social contract?

Article Abstract:

The rise of the islamic Welfare Party in Turkey suggests that the republican principles of separation of church and state established in Turkey in the 1920s and 1930s are on the decline. In the 1990s, the party has become a presence in national politics, and it won a plurality of seats in the Grand National Assembly in the Dec 1995 elections. Turkey's stable economic growth and free elections belie increased economic inequality and a growing underclass. The country's hold on its social contract of tolerance seems particularly tenuous, and ethnic violence is a concern.

Service delivery changes forecast

Article Abstract:

The drive for decentralization of services will continue and eventually extend to Scotland despite any changes in the political leadership, according to John Markland. He predicted that local authorities' duties will cover three main areas, namely the development of strategic policy, strategic management and review and the role of 'corporate provider.' As an offshoot of decentralization, local authority service agencies will be expected to handle functions traditionally carried out by larger departments.
