Some programs fare better than others in flat Army budget

Article Abstract:

The U.S. President George W. Bush's proposed fiscal year 2006 spending plan might hold Army spending flat, but the increases may come in his planned supplemental appropriation. The proposed budget would accelerate restructuring the Army's forces as well as speed adopting of technologies developed under the major Future Combat Systems (FCS) development program, as the Pentagon is trying to make the Army's structure more modular.

Army could find its budget vulnerable after supplementals end

Article Abstract:

The US Army has become dependent on the emergency supplementals budget measures to fund an array of needs and it might become vulnerable once those supplementals end. The Future Combat Systems (FCS) program might be affected badly as a series of wartime supplementals has enabled Army to fund the ongoing operations, maintenance and refurbishment of existing platforms and vehicles.
