USDA's trade adjustment assistance for farmers: The raspberry industry

Article Abstract:

Farmers in the U.S. who suffer losses as a result of import competition are provided temporary financial assistance, under certain conditions, through the Trade Adjustment Assistance Program (TAA) created in the Trade Act of 2002. In an exercise that uses the raspberry industry as an example, it is shown that credible evidence of harm must distinguish between domestic from foreign impacts on U.S. prices and that specialty crops such as raspberry will seldom qualify for program assistance.

Import quotas, price ceilings, and pricing behavior in Taiwan's flour industry

Article Abstract:

An examination of the extent to which Taiwan's flour market was affected by wheat import quotas and flour price ceilings reveals that during most of the regulation period the prices of flour were set above competitive equilibrium levels. Nonbinding price ceilings and binding import quotas both contributed to the enhanced prices and profit margins of the regulation period.
