Asbestos: the agenda

Article Abstract:

The British laws regarding the use of asbestos in the construction industry are very complicated. Changes to the Control of Asbestos at Work (Amendment) Regulations 1998 are due to be introduced in 2000. The new laws may demand the employment of independent surveyors and will bring added responsibilities for the 'controller of the premises.' Asbestos has been used in the building industry because it is a good insulator. It is known to cause a number of life threatening diseases such as lung cancer, asbestosis and mesothelioma, which can occur between 15-40 years following exposure.

Dealing with asbestos: location, removal and disposal

Article Abstract:

Under health and safety regulations, all asbestos must be made safe by removal or encapsulation. Compliance with the regulations is the responsibility of the building owner. A survey by an expert firm should identify the extent of the asbestos and recommend action to be taken. The choice of removal or encapsulation depends on many factors but the costs are similar. Removal work involves constructing a sealed work area and proper disposal of the asbestos. All work has to be inspected by an independent laboratory.

The cost of waste disposal

Article Abstract:

The landfill tax becomes effective in October 1996 and is payable to Customs & Excise. The tax will be placed on all waste sent to landfill sites and will be paid by the landfill site operators. There will be a lower ate of tax on inactive waste such as topsoil, ashes, plaster materials and uncontaminated processed minerals. The issue of permissible levels of contamination of inactive waste by active ingredients has still to be agreed.
