Census misdirects 115 million letters

Article Abstract:

The Bureau of Census incorrectly sent 115 million letters designed to motivate American households into promptly filling out and sending back their census questionnaires for 2000. An extra digit was mistakenly tacked on the beginning number of each street address. The bureau had already sent out 17 million First Class letters to rural US households on Feb 2000 and was supposed to mail the remaining 98 million letters by Mar 2000. The letters sought to address the declining census response rate and increase public awareness on the decennial census.
