Committee of 12,000: A New Link in the Chain - The SCO

Article Abstract:

A suggestion is offered to try a new way to settle potential or actual disputes in government contracting. When there has been a termination and a termination settlement proposal has been received from the contractor it is turned over to the termination contracting officer (TCO), for a resolution. He is a specialist dealing in a special complex environment. Now it is also time to contact the settlement contracting office (SCO) whose field is even more complex. The SCO is totally removed from the situation. If both parties agree to submit to SCO review, the dispute may more easily be resolved before creating a formal dispute.
