GAO: USPS reporting getting worse

Article Abstract:

A study done by the General Accounting Office (GAO) showed that the US Postal Service (USPS) is having difficulties complying with the reporting requirements of the Government Performance and Results Act. The 1993 law requires federal agencies to submit annual performance plans that detail their goals. The GAO said its assessment of the USPS' performance report for 1999 and preliminary performance plan for 2001 was not as positive as during the prior years. The GAO added that the 1999 report was misleading and only a thorough reading revealed the most accurate information.
