The author examines the government's management of fund appropriation to construction research and development in light of two reviews by the government, "The Review of Construction Research Skills and Facilities" and "Constructing the Future." The article presents the considerations of policy making by the government on allocating funds to industry research.

Environment minister Michael Heseltine set up urban development corporations in the mid-1980s that generally accomplished what they set out to do. However, more than 2 years after a report on urban regeneration, only a few of the more than 100 recommendations have been implemented.
