HUD revises SAA label fee distribution

Article Abstract:

The Department of Housing and Urban Development (HUD) has made certain changes in its regulations on the Manufactured Housing Program's distribution of label fees to State Administrative Agencies (SAA). HUD will distribute part of the monitoring inspection fees to SAAs as follows: $9 for each portion of each home located in a state; $2.50 for each section of each house made in a state; and an extra fee set by SAAs to cover expenses incurred by inspections, subject to approval by HUD.

HUD issues internal preemption guidelines

Article Abstract:

The HUD Office of Consumer and Regulatory Affairs has announced internal guidelines that will assist its staff deal with preemption issues related to the Manufactured Housing Construction and Safety Standards Act of 1974. This should help HUD employees make standard and prompt responses to preemption questions regarding state and local laws. The guidelines were discussed in a notice printed in the Federal Register's Jan. 23, 1997 issue.

Washington report. Texas gov. signs favorable legislation

Article Abstract:

Texas Governor Rick Perry signed S.B. 521 that reinstated the option of personal property financing for HUD Code homes on private property. The article also states that Fannie Mae changed its manufactured housing policy. Rep. Robert Portman (R, Ohio) introduced the Renewing the Dream Tax Credit Act to amend the IRS code to permit community home ownership tax credits.
