He may rebuild, but probably not as a marina

Article Abstract:

Joe Tuggle, an owner of marina in Gulfport, Mississippi, describes the damage caused by Hurricane Katrina and the futility of his attempts to salvage his business when faced with such a massive storm. Tuggle is a new entrant in marine industry. Having scalded his hands within the first year in this industry, it is unlikely that Tuggle will opt to build a marina. He is considering building a restaurant and condominiums instead.
