Does it take an engineer to install hardware?

Article Abstract:

A conflicting situation is brewing in Florida relating to the practice of naval architecture and engineering. Florida Board of Professional Engineers has issued orders declaring that a naval architect cannot represent himself to be an engineer. The adverse implications of the interpretation of licensing requirements presented by an ad hoc committee on the boat building industry, and the action taken by the National Marine Manufacturers Association in respect thereto are discussed.
