An urgent review into the UK's public building programme is expected to reveal a need to dramatically reduce costs and reorganise the way that new buildings are commissioned. Sir Peter Levene is leading a Cabinet Office team ordered by John Major to scrutinise public sector spending, following a series of cost overruns. The committee is expected to recommend a series of cost-cutting incentives as a means of overhauling management of the government's 6.1 billion pounds sterling per year construction programme. Recommendations may include transferring as much risk as possible to contractors working on government projects.

Two hospital schemes in Edinburgh, Scotland, are suffering from the problem of affordability and a lack of communication between those involved. The two private finance initiative (PFI) hospital schemes, together valued at 270 million pounds sterling, are to be built by two National Health Service trusts for the Lothian Health Board, but in both cases, a funding gap has arisen. Construction contractors Balfour Beatty/Morrison consortium and Miller are bidding for the two projects, but are having to redesign their proposals to make them affordable.

Some contractors who are preparing consortia bids for design, build, finance and operate contracts for hospitals in Norwich, Swindon and Carlisle have asked for extensions to their autumn deadlines. They feel that the large volume of paperwork involved will make it difficult for them to meet the original deadlines. Their main problem has been lack of knowledge about what to expect when detailed bids were required.
