Are trade blocs conducive to free trade?

Article Abstract:

The role of political integration in creating free trade equilibria among small provinces is examined by creating a model with static integrated trade blocs. Results show that integration between small provinces can prevent attempts made by a large province to dominate the market, thereby preventing free trade. If the integrated provinces are larger than the dominant province, free trade can still be promoted provided that the integration produces multiple equal-sized blocs.
