Kazakhstan's move to the market: difficult economic conditions lead to accelerated reforms

Article Abstract:

The pace of structural reform is being stepped up in Kazakhstan, in response to economic problems. The rate of inflation has already slowed in response to more stringent financial policies. A new 'Anti-Crisis Program' has been adopted and is to be implemented by a new government team, appointed in Oct 1994. Privatization is being carried out through three separate programs: small scale, mass and case-by-case. Agroindustrial enterprises are now being incorporated into the privatization plan. A Rehabilitation Trust has been created for distressed firms. New restrictions have been placed on holding companies, many of which have developed into monopolies.

Kazakhstan's new land law: private ownership allowed; but Kazakstani and Soviet concepts, if misunderstood, could pose risks

Article Abstract:

Kazakhstan's new Land Law took effect on Dec 26, 1995 and with this law, Kazakhstan became the first of the Central Asian Republics to permit the private ownership of land. Foreign investors should, however, be aware that they are prohibited from owning land directly and must form a Kazakstani legal entity for that purpose. Other factors potential foreign investors should be aware of include the permutations of the country's due diligence regulations and what Kazakstani law has to say about contractual rights and obligations.

Kazakhstan: decree bars government from interfering in private industry

Article Abstract:

Pres. Nursultan Nazarbayev has issued a decree barring the Kazakhstan government from interfering in private industry. State officials can conduct a yearly investigation of private companies' financial and managerial matters. Other laws which have been signed include the implementation of the Berne Convention for the Protection of Literary and Artistic Works and laws on export control of armaments, military equipment and dual-use products.
