The reform of natural monopolies

Article Abstract:

This article discusses the issue of reforming Russia's natural resource monopolies, and reveals a shift away from the academic thinking of the early reform era. The authors examine the three most important such monoplies in Russia: the natural gas giant Gazprom, RAO EES which controls the electrical system, and the Ministry of Railways; a negative appraisal of similar efforts to break of monoplies in the coal industry result in a pessimistic conclusion for radical reforms aimed at breaking up and privatizing these economic actors.

Establishing a unified state financial control system in Russia

Article Abstract:

A glimpse into the functioning of state financial control system in Russia is presented. In Russian Federation, the RF Audit Chamber is the leading government agency that exercises control on budget funds and state property utilization. The problems with the present system of state financial control in Russia are examined and solutions in respect thereto are offered.

Assessing the efficiency of Russia's natural resource use

Article Abstract:

Natural resource policy of Russia, in terms of effective use of its natural resources is analyzed. The statistical data of per capita reserves, exploitation of natural resources, energy production costs, efficient use of primary resources and natural wealth is presented.
