Tony Blair's plan to reach a goal of 50% of all British high school graduates attending college by 2010 must surmount many barriers. Many working class families are reluctant to take on the debt of student loans and not many working class students take A levels. Non-repayable grants may encourage working class students.

Children from the west of Bristol, gave a 50% chance of going on to university while only one in 10 children from the Bristol South region are likely to enter higher education.
