Black universities to gain from cash boost

Article Abstract:

Black universities and technikons in South Africa will receive 20.9% and 31% respectively of the extra funding for higher education in 1996, which amounts to approximately 14.8 million pounds sterling. Officials at all higher education establishments in South Africa were delighted with the 23.25% increase, which follow many years of ever decreasing funds. Representatives feel that the Government is placing the correct emphasis on the importance of education by providing the extra financial backing.

A vicious circle of repression

Article Abstract:

Higher education in Africa has expanded greatly since countries gained their independence. In Zimbabwe there are 9,000 black students instead of the 1,500 white students at independence, and standards have been maintained. African governments suffer from mismanagement and corruption which tends to spark riots. Zimbabwe's government now has control over higher education, ostensibly to reduce rioting.

Article Abstract:

Eastern European television is still heavily regulated by government even after the end of communism. Polish TV has been suspended since democracy came in, although there are private TV stations giving a poor service. They may be allowed under a new broadcasting bill. Czechoslovakia, Romania and Estonian TV are all headed by government appointees still.
