CHAS: the energy connection

Article Abstract:

The Comprehensive Housing Affordability Strategy (CHAS) under the National Affordable Housing Act of 1990 requires all local jurisdictions to assess the energy needs of public housing residents and report them to housing officials. This regulation aims to lessen low-income people's energy spending and make affordable housing available to more low-income Americans. Annual housing planning should consider these seven elements of CHAS: needs identification, housing market conditions, public policies, institutional structure, resources, plan and goals. Discussions in these areas should always include energy issues.

Bone of contention

Article Abstract:

Bone inscriptions dating from the late Shang period in the late second millenium BC represent the first known examples of ancient Chinese writing. Written records began to be inscribed in bronze in around 1045 BC, with the inscriptions aimed at preserving a major event for future generations while simultaneously announcing the event to ancestors, implying that the predecessors were literate. Less ceremonious texts may have been written on materials such as wood and bamboo which have perished over time.
