Britain's urban gardener

Article Abstract:

Architect Sir Richard Rogers despairs at the absence of leadership in the field of culture, believing that Britain's need for culture has never been greater. Rogers argues that culture could help give people a social identity at a time when the number of 'empty years' in their lives is increasing as a result of unemployment and shrinking career spans. He also points out that Britain allocates lottery profits in a piecemeal fashion rather than engaging in the kind of advanced thinking that led to the transformation of Barcelona, Spain, into one of the most elegant and modern cities in the world.

The Manchester Biosciences Incubator (MBI), the brainchild of Professor Mark Ferguson of Manchester University's school of biological sciences, has been established to encourage greater interaction between academic research and industry in the exploitation of biotechnology research. The MBI will be housed in a 12 million pound sterling state-of-the-art centre scheduled for completion in Dec. 1998, and will employ 400 researchers. Ferguson hopes to finalise a 20 million pound sterling seed fund for research by May 1998, and MBI aims to have spun out four biotechnology firms within a year.
