Clarke eases cash flow

Article Abstract:

The 1996 UK government budget statement has gone a little way to ease the financial restraints placed on higher and further education in recent years. An extra 280 million pounds sterling was allocated for 1997-99. Two hundred million pounds sterling of this is for higher education, which reverses the 270 million pounds sterling cuts over three years announced in 1995. The remaining amount for further education is partly offset by a European funding cut and means that colleges of further education will have to make efficiency savings of 5% per year during 1997-2000.

Life, art and a few blue periods

Article Abstract:

Studying art in Barcelona, Spain, is possible for UK students through a link between Winchester School of Art, England, and the University of Barcelona. Students on the course in Barcelona argue that it is underfunded. They have to pay fees and forgo earnings to attend the course. The technical support, studio space and lack of equipment have been criticised by students. The students have praised the quality of teaching they receive, and they have become resourceful due to the limitations of the equipment.

Cushions to soften the heavy blows

Article Abstract:

The Higher Education Funding Council for England has reduced 1996/97 funds for teaching and research by 2.75% in real terms. Some 2,224 million pounds sterling has been earmarked for teaching with a further 638 million pounds for research. Funds per institution are not expected to be cut by more than 4.5%, although UMIST and the School of Pharmacy will see higher than average reductions due to safety-net funding rules.
