Fear over legality of complaint watchdog

Article Abstract:

Experts have warned that the Office of the Independent Adjudicator (OIA), the student complaints ombudsman which is due to open its doors in week commencing 29 March 2004, could violate human rights laws. The main concern is that the OIA's hearing, which are described as "informal" on the ombudsman's own website, will not conform with article six of the European Convention on Human Rights, which guarantees the right to "a fair and public hearing".
