Article Abstract:

The desire for devolution in northeast England, as evidenced by the publication in Nov. 1997 of a 'Declaration for the North' calling for the early creation of an elected assembly for the Northeast of England, has important implications for universities in the region. Regional development agencies and regional chambers are likely to include representatives from universities. The prospect of directly elected regional assemblies raises a number of important questions, notably the extent to which such assemblies should influence the activities of universities in their region.

Ministries divide and rule

Article Abstract:

Universities in the Republic of Slovenia should be allowed to operate in a similar way to educational establishments in other parts of Europe. Slovenian universities require their own budgets to pay teaching staff. The university facilities, such as halls of residence must be reestablished. A joint committee should work with both the state and the universities to help them form a new relationship. Legislation in Slovenia allows university autonomy but in practice universities are open to interference by many government ministries.
