Frontline states look for brains trust

Article Abstract:

Countries surrounding South Africa are developing their own higher education systems and many of these countries are also undergoing a transition to democracy. These countries are concerned that a brain drain could result from universities in South Africa having better funding. Some professors have already left Zambia and Tanzania for South Africa. Networks linking universities in different countries are being set up and are gradually replacing training in eastern Europe which Mozambique previously used.
