Mandarin slams Scots' colonial status

Article Abstract:

Former secretary of the Scottish Office Education Dept. James Scott supports Scottish devolution, claiming that the Scottish Office lacks any real legislative and administrative autonomy and is practically part of a colonial administration. Scott argues that Scottish educational interests have suffered because legislation is framed according to the needs of the parliament at Westminster. Scottish education minister Brian Wilson agrees that Westminster can rarely provide the parliamentary time necessary to maintain and improve the Scottish educational system's high standards.

Creeping invasion of super techies

Article Abstract:

A study of the use of information technology by teaching staff, in 900 UK universities and schools, found some 28% were already using the teaching and learning technology programme (TLTP). Some teachers suggested their students were given inadequate access to computers. Many of the participants in the study felt they required more support in helping them to use the TLTP in their lectures. There had been concern academics would not be interested in using new technology or the TLTP. Some 11 million pounds sterling was invested in the TLTP during 1990-1995.

Scots step up a gear

Article Abstract:

Six Scottish higher education bodies in Edinburgh, Scotland, are to be linked by optical fiber in an information superhighway project allowing shared resources. The six institutions will be linked to the Joint Academic Network (JANET) facilities in July 1995. The Scottish link allows institutions based on several sites to have one link with JANET, which only funds one link for each institution. Scottish Telecom is among companies involved in the Scottish scheme.
