No scrimping, no RAE, no cynical old men..

Article Abstract:

Some of the world's leading scientists are being wooed by the Singapore government with the promise of competitive salaries, hi-tech facilities and freedom from the sort of bureaucracy that bedevils research in most countries. David Lane, who took up the position of executive director of Singapore's Institute of Molecular and Cell Biology in early-2005, states that scientists who come to Singapore are largely free to do whatever they want with the money the Government allots them, while the Government itself has made no secret about its willingness to do whatever it takes to recruit the people it wants.
