Out of the shadows in Ulster

Article Abstract:

Northern Ireland is holding elections for a new assembly, and this has implications for higher education funding. There are not enough places for all would-be students from Northern Ireland, 40% of whom have to leave to study elsewhere in the United Kingdom. The proportion of those wishing to stay is likely to increase due to extra costs for students with the imposition of fees and changes in maintenance arrangements. The Dearing report has recommended an additional 5,000 student places for Northern Ireland. The UK government may help boost optimism in the province by providing new places. There is also a need for a new funding body with some independence from the new assembly.

Quest for equality

Article Abstract:

The reexamination of financial support for students in Northern Ireland had been planned under the newly appointed Northern Ireland Executive. Although there are fears the suspension of the executive may prevent educational initiatives going ahead. There are concerns over the lack of children from deprived backgrounds entering university, although overall numbers of undergraduates had risen to 37,311 in 1998-99, from 34,940 in 1996-97. A cross-community initiative is planned, it will be known as the Springvale Educational Village project and it will receive 70 million pounds sterling.

Angling for equality of consideration

Article Abstract:

People who object vigorously to the way animals are treated are not necessarily advocates of rights for animals, but they do consider it wrong for the species of a being to determine the amount of consideration given to its interests. The interests of beings vary and it is proper to take that variation into account, but there is no reason for species to play a role in the amount of consideration humans give to the pain and sufferings of nonhuman animals. Humans should extend their circle of morality to include nonhuman animals.
