Kiwis try funding by lottery

Article Abstract:

New Zealand has developed an allowance paid to universities for each student which enrols. This is not a voucher system since vouchers are paid to individuals, and the allowance is paid as a block grant. Universities have to compete with one another for students, and universities failing to attract students will be less able to compete due to lack of funds. Universities should find budgeting and planniong easier. There will also be an increase in funds as student numbers are expected to rise.

We don't want a fight, but...

Article Abstract:

New Zealand's universities have been negatively affected by the government's commitment to keeping student fees stable and eliminating the impact of loans. Ministers have now gone back on promises about the 2002 budget for universities, and claim that the universities will have to become more efficient before funding levels are raised.
